Contains docketed sets of papers, numbered 9752 to 9800, consisting of correspondence, relating to applications for posts and other matters. These papers were originally included in one bundle of one hundred docketed sets of papers, labelled ‘No. 98 Private Secretary’s Correspondence, Nos. 9701 to 9800’. Each numbered set of papers usually consists of an original letter sent to the Private Secretary to the Governor General, or to the Governor General, a copy of the reply from the Private Secretary, Lewin Bentham Bowring, and any other papers. In addition, for each set of papers, either on the back of the original letter, or on a separate sheet of paper, is written the number of the set of papers, the year, the name of the writer of the original letter, the official position and location of the sender, the date the letter was despatched, the date it was received, the date it was answered, any cross references to other papers, and a brief summary of the letter. Numbers 9757, 9758, 9759, 9768, 9773, 9775, 9776, 9777, 9779, 9781, 9782, 9788, 9789, 9791, 9797, and 9798 have a red cross on them, to indicate that they ‘may be preserved’, whilst ‘the rest may be destroyed’. Number 9751 is missing.

9756. Dec 1861 Letter from Moulvie Hameed Oodeen Ahmed, Deputy Magistrate and Deputy Collector of Maldah, Maldah. Applies for an appointment in Nagpore or Oudh. Copies of testimonials. Copy of reply, it is unlikely that native officials of Bengal will be required for the Central Provinces. See also 9786
9757. Dec 1861 Letter from Mr J Strachey, President, Cholera Commission, Futtehgurh .Says that the Commission has visited all the stations in the Government list. The Commissioners are anxious to visit Cawnpore and Allahabad, as there seems to have been much cholera there. Asks if he will be allowed to draw up the official Report at Calcutta. Remarks on the defective system by which Medical Annual Returns of sickness are prepared. The Commission can add little to the stock of knowledge about the causes of an epidemic of cholera; but the Report will show that wherever there has been great mortality, it has come from causes which might have been avoided. Believes it will be possible to lay down rules to avoid these. Copy of reply, Lord Canning approves of the Commission visiting Cawnpore and Allahabad, and the preparation of the Report in Calcutta. Asks whether the decision of the Governor General is favourable to him or not, as the news of his approaching departure has aroused his creditors, and he is threatened with suits. Private. 9760. Dec 1861 Letter from Baboo Sivaprusad, Joint Inspector 3rd class of Public Instruction, North West Provinces, Calcutta. Will remain in Calcutta two days longer, if the Governor General will grant him an audience. 9767. Dec 1861 Letter from Lieutenant Colonel E K Elliot, Chief Commissioner of the Central Provinces, Seetabuldee. States that Mr Bayley has declined the Judicial Commissionership. Asks that no Madras man be sent. Comments on other appointments. Has placed Colonel Balmain in charge of the Nagpore District. believes he is unfit to take charge of a Division. Elliot's joint Report with Mr Temple is being copied. Says the Lieutenant Governor of the North West Provinces does not feel at liberty to make over to Elliot the Districts until he has been gazetted by name. See also 9683, 9773, 9788

9770. Dec 1861 Letter from Seth Sumbhoo Mully, Morar, Gwalior. Appeals for money due to him by officers of His Majesty's service. Petition no longer enclosed. Copy of reply, his petition has been transferred to the Military Department.
9771. Dec 1861 Letter from Lieutenant Colonel J F Porter, Superintendent of Nuggur Division, Mysore. On advice from the Officiating Commissioner of Mysore he resigned his appointment, in order that his son could hold land in Mysore. He now understands that the Commissioner overstated the case, and he (Porter) could continue to hold his appointment, in another Division of Mysore, from that in which his son held land. Asks to be transferred from the Nuggur Division, and for his resignation to be refused. Letter no longer enclosed. Copy of reply, his letter has been transferred to the Foreign Department. 9773. Dec 1861 Letter from Lieutenant Colonel E K Elliot, Chief Commissioner Central Provinces, Seetabuldee. Sends a list of the officers now employed in Saugor and Nerbudda; a list of officers now employed in Nagpore; a Memorandum with list of proposed postings and distribution of Deputy and Assistant Commissioners' posts; copies of Memoranda No 1, 2, and 3, issued by himself, explaining the preliminary arrangements for starting the 'Central Court. Asks from what date the new arrangements are to take effect. Comments on appointments. Observes that it is best to leave the Criminal and Civil administration unaltered until after 1 Jan. Copy of reply, the Governor General has filled up the Commission as recommended by Elliot, and the names will appear in the Gazette of 1 Jan. Private Secretary observes that there are no vacancies below the grade of Commissioner; people, forgetting that Commissions already existed, have been applying right and left for appointments. Mr. J S Campbell, Civil Service has been nominated as Commissioner at Saugor. Names possible men for the Judicial Commissionership, Arbuthnot, Strachey, Spankie, and Inglis, with comments. 9776. Dec 1861 Letter from Major General Sir R Birch, Secretary to Government Military Department, Calcutta. Says that though truly grateful for the Governor General's kind intention to present him with about £2,000, the amount will not free him from his liabilities, and asks for £2,500. Copy of reply, request refused The Government, cannot award a gratuity which depends upon the private demands made on Birch. Gratuities are ordinarily fixed at so many months' pay, and 6 months is the utmost that the Governor General has ever considered possible for Birch. Endorsed: draft reply by Lord Canning. 9782. Dec 1861 Letter from Mr R Temple, on special duty, Mirzapore .Hopes that his last report has been received. Proposes reduction in the civil and military expenditure of the Central Provinces, the chief saving being in the Police and Military. Hopes that these economies will allow increased expenditure on the settlement, delay in which is causing loss of revenue. The people are anxious to know if the new regime will keep the promises made by the North West Provinces Government. He is favourably impressed with the administration of the Saugor and Nerbudda territories, which is more advanced than that of Nagpore. See also 9788

9788. Dec 1861 Letter from Lieutenant Colonel E K Elliot, Chief Commissioner Central Provinces, Seetabuldee. Has sent the Report on the Saugor and Nerbudda territories, and the concluding Report on the Central Provinces. Hopes the recommendations will be acted upon at an early date. Mr Morris had declined the Secretaryship on 1,750 Rupees, perhaps he could be offered 2,000. Is at a loss as to where the Friend of India obtained the information about Mr Perkins, as except for Elliot's nephew and Mr Temple, no one knew of Elliot's letter to the Private Secretary of the 9th. 9789. Dec 1861 - Jan 1862 Letter from Captain C B Lucie Smith, Madras Staff Corps and Officiating Deputy Commissioner Raepore. Sends a Memorial of his services, in the hopes of a brevet Majority. 9791. Dec 1861 Letter from Commander A C Strode, H M S 'Vulcan', Calcutta. Sends an extract of his sailing orders, containing all that has not been executed. With respect to American Men of War, says he has no official information on the matter, but understands that there are no such vessels in the China Seas except the 'Sajinaw', which was between Shanghai and Hong Kong; sends a copy of 'The Daily Press', Hong Kong, 6 Sept with notices of the American ship, and all other shipping in China Seas. Copy of reply, thanking him for his information. The Governor General does not wish him to leave Calcutta until after the arrival of the Bombay Express with the Despatches of 3 Dec. 9797. Dec 1861 Copy of a letter to Captain G Jenkins, London. In reply, his suggestion of a General Order acknowledging the services of the India Navy does not seem to be called for in His Excellency's opinion, as the Navy's services have been repeatedly acknowledged and commended. Nor can he agree to the extraordinary step of Honorary rank being given to the service generally. He adds that if His Majesty's Government should decide that some portion of the Indian Navy is no longer required, he is sure that all concerned will be dealt with liberally.
