Copy of reply, the Governor General has considered the suggestion. A Legislative member costs 50,000 a year, and therefore no additional member could be appointed. The different codes of procedure which have been promulgated in the Punjab have not been the work of the Legislative Council, which, except in the case of a few Imperial measures, has no concern with the Non-Regulation Provinces. The claims of the Punjab to be represented cannot be put on the same level as those of the North West Provinces Government. Private Secretary believes that Punjab officers would prefer remaining independent of the trammels of Regulations carried through Council by those who have only slight knowledge of the Province.
