Typed transcript of the fifth plenary session of Working Group I of the Intergovernmental Panel on Climate Change, a meeting held in Madrid, 27–29 November 1995, in advance of the final publication of the IPCC's Second Assessment Report in 1996, and which reached the consensus that 'the balance of evidence points towards a discernible human influence on global climate'. With typescript summary of proceedings by Sue Whitehouse, John Houghton's secretary, based on the transcript, including a précis of 'the Chapter 8 controversy', that is, concerning chapter 8 of the Second Assessment Report.
