Copies of ordinances on both sides of a papyrus roll, concerning the royal administration and prescribing regulations on the day-to-day conduct of various branches (recto), and on the misbehaviour of officials and the jurisdictional procedure. The ordinances concern the cleruchic system, police duties and security as well as financial and judicial administration.
The ordinances preserved relate to cleruchs (military settlers), including a personnel section listing individuals in positions, and control on holdings; there follow ordinances on matters of security, especially on transport routes and waterways, and measures against lawbreakers, including runaway sailors and brigands. The back deals with administration, such as transport licenses, and jurisdictional procedures to follow in case of negligent officials, court disputes, security forfeiture.

Originally one hundred fragments from a papyrus roll, housed in three glass frames named Papyrus 2070(1), Papyrus 2070(2), and Papyrus 2070(3). Most of the fragments have now been assembled, and preserve 6 columns written along the fibres on the front, and five columns written across the fibres on the back. The column width is between 170-180 mm (verso) and (180-190 mm (recto). The unplaced fragments are housed in Papyrus 2070(3).

Materials: Papyrus.
Dimensions: Fragments of varying size; height of the roll: c. 350 mm; housed in three glass frames.
Script: Recto: Large and squarish business capital, bold and well-formed, with some variations in size and in the use of the pen; punctuation by paragraphus and space. Verso: different hand, practised, rather flat angular cursive, using a fine point.

Origin: Herakleopolite nome, Egypt.
Provenance: Bought at Ptolemais Hormou (Illahun) in the winter of 1902-1903. Presented with a lot comprising Papyri 2943-3035 by the Committee of the Egypt Exploration Society on 9 April 1960.
