This item is a collection to India Political Despatch No. 37 of 28 February 1867, from the Secretary of State for India to the Government of India Foreign Department (the Political Despatch itself is not included in this item). The collection consists of papers forwarded with the Government of India Foreign Letter Political, to the Secretary of State for India, No. 170 of 8 October 1866, received 6 November 1866, forwarding copies of papers relating to Muscat affairs.

The enclosed papers consist of correspondence between the Secretary to the Government of Bombay and the Secretary to the Government of India in the Foreign Department, dated 10 July to 20 August 1866, with enclosed correspondence from the Political Resident in the Persian Gulf, Lieutenant-Colonel Lewis Pelly, and Saiyed Hamad ben Saed ben Khelfan [Sayyid Ḥamad bin Sa‘īd bin Khalfān], representative of the de facto Government of Muscat. The correspondence concerns: the Political Resident in the Persian Gulf placing the Head Arabic Mirza of the Bushire [Bushehr] Residency in charge of the duties of the Native Agent at Muscat as a temporary arrangement; and the recognition of Syud Salim [Sayyid Sālim bin Thuwaynī Āl Bū Sa‘īd] as Sultan of Muscat and the hoisting of a flag by the Native Agent at that port.
