This part is concerned with the Persian Transport Company, the Euphrates and Tigris Steam Navigation Company, and their managing agents Messrs Lynch. In particular, it relates to the provision of a subsidy by the Foreign Office to the Euphrates and Tigris Steam Navigation Company for its steamer service on the Karun River. In connection with this it discusses its operations and management, obstacles to the service's commercial viability, and policy discussion related to the provision of the subsidy. The development of the Bakhtiari road, and other infrastructure matters, are also discussed.
Additional topics include reported ‘failures’ by Messrs Lynch to co-operate with British consular officers in an emergency (folios 173-185), and a proposed contract for the carriage of mails on the Karun River between the Government of India and the Anglo-Persian Oil Company (folios 128-136).
