- This item comprises papers relating to the establishment of the Municipal Council in the province of Basra [also written as Basrah], in Mesopotamia [Iraq] under the British colonial administration. Papers comprise an India Office Political Department coversheets, minute papers, memoranda and enclosures in print and typescript, notably covering:
- Proceedings of the 23rd Municipal Council meeting at the Political Office, Gazara [Gizara], 12 May 1920, where discussions included: the election of leaders; orders to translate Turkish [Ottoman] legislation on the clearing of creeks owing to the difficulty of the technical language; the postponement of a discussion on the licencing of dancing ‘girls’ [juvenile and adult women]; the taxation of vehicles; and fire brigade services
- Minutes of the Basra Municipal Council meetings (eighteen to twenty) that highlighted the following issues as being of interest: the importation of labour from India and the unpopularity of the practice in lower Burma [Burma or Myanmar], with Persia [Iran] being suggested as an alternative source; taxi services; preventative measures against the plague, current rates of the dead stated as 265 in Ashar and 192 in Basra; the regulation of fixed prices for bread, and the poor quality of meat supplied to butchers in Ashar
