Scope & Content:

The volume relates to negotiations surrounding the formation of new administrative districts and the composition of ruling authorities, divided into either municipal or divisional councils, in Mesopotamia [Iraq] under the British colonial administration. Discussions follow on from the capitulation of the Ottoman Empire and the Anglo-French Declaration of November 1918, and in several cases describe circumstances relating to the attempted Revolution of 1920. The volume comprises official correspondence between authorities in London, including the Foreign Office and India Office, and authorities in Mesopotamia, including the Civil Commissioner in Mesopotamia, as well as the Secretary of State for India.
