- Scope & Content:
- This item comprises papers relating to proceedings of the Divisional Council and Council of Notables in the province of Basra [also written as Basrah], as well as observations on circumstances relating to the attempted Revolution of 1920, in Mesopotamia [Iraq] under the British colonial administration. Papers comprise India Office Political Department coversheets, draft papers, copies of telegrams, minute papers, memoranda, and enclosures in print and typescript, notably covering:
- Proposal to revive the ‘Majlis Idarah’ [majlis idārah] in order to better monitor ‘an anti-British note at Basrah’
- Observations on the destructive consequences of ongoing unrest; expressions of confidence in the [British] administration during ‘recent disturbances’
- Funding for education, including the limited capacity of Government schools, and ‘poor boys’ exempted from paying fees
- Permission for the cleaning out of the cesspits of private houses only through Government-licenced contractors (their services are considered too expensive)
- The taxation of fishing by Millan [reed nets; also written Milan]
- The appropriation and occupation of private houses by British military officials; recommendation for them to be billeted in military cantonments; assessments of their impact on local demands for housing; revisions to policies regarding house rents
- Proposals to appropriate ‘idle’ Auqaf [awqāf, endowment in perpetuity] lands, worth six-hundred-thousand rupees, for construction
- Claims against buildings constructed on lands considered to be Auqaf Mundarisah [awqāf mundarisah: obsolete or redundant endowments]
- Resolution in favour of the disposal of Sunni and Shiah waqf [endowment] funds for purposes other than those originally intended (such as education), in contravention of the terms of their original mandate
- Islamic waqf arrangements in British-administered Egypt, adduced as precedent for the British administration in Mesopotamia’s interest in controlling ‘the Waqf income of Islam’, while the endowments of Christian and Jewish communities are administered separately
- The repeal of [British] Indian legislation on succession, probate, limitation, and insolvency, in force in Basra especially, and replaced with laws in line with former Turkish [Ottoman] laws
- Resolution in favour of the covering by veil and cloak of ‘prostitutes’ [sex workers] and ‘dancing girls’ in public, and regulations for both within the Basra Sanjak [sancak: province]
- Proposals to tax all ‘prostitutes’ and to have them examined for venereal diseases; instruction to the Police to conduct a survey of ‘prostitutes’ in Basra and Ashar by the 1) house number and locality, 2) name of the ‘brothel-keeper’, 3) name of the ‘prostitute’, 4) nationality, and 5) place of origin; recommendations that ‘Muslim girls’ [Muslim women] ‘should never dance in theatres or other public places’; a report on the problem of venereal disease in Basra (f 143); a report critiquing the measures taken against the spread of venereal diseases in Egypt and Ahwaz [Ahvaz]
- The numbers, ranks, and annual pay rates for the Basra Gendarmerie.
