- This item comprises papers relating to the establishment of the Divisional Councill at Hillah, as well as observations on circumstances relating to the attempted Revolution of 1920, in Mesopotamia [Iraq] under the British colonial administration. Papers comprise India Office Political Department coversheets, draft papers, memoranda, and enclosures in print, typescript, and manuscript, notably covering:
- Representation of anti-British political attitudes on Hillah Divisional Council
- Statement of the rationale for the British occupation of ‘Iraq [Iraq]
- Levies raised to fund a voluntary military force; rates of pay for the piada [piyādah: infantry] and sowars [savār: cavalry]; variable rates of pay for service in different towns
- Proposals to extend the railway from Hillah to Karbala and beyond; discussion over additional routes and destinations
- Identifying problems with the existing irrigation network and possible causes for the increasing salinisation of the soil in arable fields; proposals to delay the further expansion of the irrigation network
- Proposals to authenticate and re-register [Ottoman-period] Miri [state-owned] and Tapu [peasant-tenure] land deeds with, in the case of the latter type, the Tapu Department of the office for Settlement Operations; settlement of a fixed annual amount as the Government’s share, periods of three to five years for the settlement debated; land reform in Kerbala [Karbala]
- General order issued for the disarmament of the populace, except when permitted; comparisons made with the implementation of the policy in Diwaniyah and Amarah
- Petition regarding the Umm-us-Sokhul [Umm al-Sukhul] bund [band: embankment or levee] in Musaiyib [Musayyib], protecting the town and agricultural land, and the British response.
