- Scope & Content:
- This item comprises papers relating to the establishment of the Divisional Council at Kirkuk, as well as observations on circumstances relating to the attempted Revolution of 1920, in Mesopotamia [Iraq] under the British colonial administration. Papers comprise India Office Political Department coversheets, draft papers, memoranda, and enclosures in print, typescript, and manuscript, notably covering:
- ‘Undesirable forms of political talk and correspondence’ in Kirkuk, leading to the monitoring of: tribes and their shaikhs; subversive speeches among political officers; and religious personnel and institutions ‘calculated to create unsettlement among ignorant people’
- The reactions from members of the Kirkuk Divisional Council reported to have been filled ‘with the greatest apprehension’ at the reference to ‘an Arab istiqlal [istiqlāl: supremacy]’ during their deliberations
- Land revenue assessment and collection: proposals to reject the Turkish [Ottoman] system of iltizam [iltizām: state auctioned rights to collect revenues from taxing land and commodities], but to retain the system of annual demands for payment by lump sum from Tapu [peasant-tenure] owners
- Proposal to grant loans to ‘selected and deserving’ unemployed Turkish [Ottoman] civil and military officials to start agricultural or commercial enterprises, secured on the official’s movable property or pension so as to ensure the ‘Government could recoup itself for failure to repay’
- The cost of living in Kirkuk, which is described as ‘two [to] three hundred per cent dearer than Baghdad, and Baghdad is three to four times dearer than before the war [First World War]’; high rates of unemployment among the ma’mur [maʾmūr: service or officer] class leading to ‘a large quantity of undesirable talk, and crime in the town’
- Desire to renovate the lapsed foreign commercial connections of Kirkuk merchants, who ‘used to deal direct with Aleppo, England, Bombay, etc.’
- Scarcity and discrepancies in coinage of the post war unsettlement, aggravated by the mixture of two parallel systems of silver coinage, the Turkish [Ottoman] lira [līrā] and the [British] Indian rupee; informal and irregular conversion rates dependent on the relative appreciation or depreciation of the value of silver in Kirkuk; resolution to remove the Turkish lira and support the Indian rupee through exchange rates fixed by Government.
