- This item comprises papers relating to negotiations between HM Government and the United States Government aimed at co-operation over mutual interests in oil concessions, finance, and political co-operation in Persia [Iran]. Papers comprise India Office Political Department memoranda and enclosures in print, typescript, and handwritten annotations, notably covering and including:
- Opinions of the Minister of the Government of Persia in Washington regarding: a) the North Persian oil concession, also called the Khostaria oil concession [also written as Khoshtaria, after Akaki Khoshtaria], which covered the provinces of Azerbayejan [Azerbaijan, also written Azerbaidjan], Khorassan [Khorasan], Gilan, Mazenderan [Mazandaran], and Astrabad [Astarabad, present-day Gorgan]; and b) the Sinclair oil concession [after Sinclair Consolidated Oil Corporation]
- The proposal for a loan of ten million toman [ṭūmān] to the National Assembly or Madjlis [Majlis; also written Medjliss]
- A proposal from the Anglo-Persian Oil Company Limited [also called Anglopers] and the Standard Oil Company to pay the Government of Persia a loan of ten million dollars secured on the Southern oil royalties, based on the D'Arcy oil concession [after William Knox D'Arcy]
- The Government of Persia's confirmation of the receipt of payment totalling one million dollars (at seven percent interest) from the Anglo-Persian Oil Company Limited through JP Morgan and Company of New York, contingent on access to the North Persian oil concession
- The British Government's accusation that the Sinclair Consolidated Oil Corporation and the United States Legation in Tehran colluded with the Bolsheviks or Russian Legation [Legation of the Soviet Government] in negotiations over the North Persian oil concession
- The state of the Persian Treasury and immediate proposals from the British and Americans to provide loans leveraged on the Southern oil royalties
- Correspondence and testimonials regarding Curtis Melnitz, who offered HM Consul General in New York intelligence on the policy of the United States Government and their Minister to Persia.
