The letter is informing the Government of Bombay that a messenger from the Imam of Muscat (Sa‘īd bin Sultān Āl Sa‘īd) bound for Tehran, has arrived at Bushire; the messenger is a response to Persia's failure to supply promised support to the Imam for his claim to Bahrain.
The letter further explains that the Imam has ordered two ships to cruise off Cape Raselgate as pirates recently attempted to board the Country Ship Fyzelkerim near there. The letter explains the additional precautions that will have be be made in consequence.

However, it is still possible to identify the name of the individual that the letter is addressed to. In addition to this, some holes in the fabric of the second folio mean the text is a little difficult to read.
