Regrets that he cannot report any marked success over the rebels; yet he feels confident that affairs are improving. Reinforcements have reached Delhi, and there is dissension in the City. The King of Delhi is now anxious to enter into negotiations; General Wilson has been forbidden to listen to any overtures. Sir James Outram has joined General Havelock and crossed the Ganges. The Lucknow Garrison is in good spirits; General Outram has been instructed to consider the rescue of the Garrison his one paramount object. In other parts of India matters are much the same. The Punjab is quiet again. There is danger of disturbance in Assam. The Santhals are beginning to plunder again. All is quiet in Madras. There has been disaffection among the Bombay troops, but it has been repressed. Reinforcements arriving are most cheering; Sir Colin Campbell is delighted to see his 93rd again. All the China Force except the 82nd and part of the 23rd have landed. The presence of the ships of the Royal Navy has been of the greatest service. After the Fall of Delhi, and the Relief of Lucknow, the greatest difficulties will be in the civil work of re-settlement. A very large proportion of the English community are vindictive to every native of every class. Not one man in ten seems to think that the hanging and shooting of 40,000 or 50,000 mutineers beside other rebels, can be otherwise than practicable and right; nor does it occur to them that for the Sovereign of England to hold and govern India without employing and trusting natives is simply impossible.
