Expresses his gratitude for his title of Her Majesty's "Vice Roy". The Queen's Proclamation is to be read in all parts of the Indian Empire on 1 Nov. Canning warns Her Majesty that the effect of the Proclamation will not be immediately apparent among the mass of the people. He is a little anxious that the extension of the Amnesty to Jan may encourage the rebels to temporize. There are no fresh signs of unquiet among the Sikhs.
