The papers notably cover:
- The appointment of a new financial secretary for Mesopotamia
- Division of powers between military and civil powers within the administration
- The question of who exercises financial control (on behalf of the British Government) over the expenditure of the civil administration in Mesopotamia

- Relations between Kurds and Persians [Iranians], and the question of the repatriation of Christian refugees at Ba’qubah [Baqubah]
