- Scope & Content:
- This item comprises papers relating to the establishment of the Divisional Council at Shamiyah, as well as observations on circumstances relating to the attempted Revolution of 1920, in Mesopotamia [Iraq] under the British colonial administration. Papers comprise India Office Political Department minute papers, notes, memoranda and enclosures, in print, typescript and manuscript, notably covering:
- The British reaction to the Shamiyah Divisional Council resigning ‘en masse’ and their analysis of the reasons behind it, thought to be a desire not to be seen 1) to support the British occupation, and 2) strengthening the hold of the British Government upon the country
- The refusal of members of the Shamiyah Divisional Council to pay taxes on rice harvests due to ‘entirely reliable’ information that ‘a son of the Sharif [Sharīf of Mecca] is about to be appointed as King of Iraq and that the British will be replaced by an Arab Government’
- The British view of Shamiyah as ‘one of the most interesting, if not the [underlined] most interesting of all the divisions’, which includes comments on Najaf as, ‘the dearest area of swampy rice land’, and the historical tribe of Khasraj [Khazraj], regarded as having ‘sunk from a ruling position to a very inferior status’
- A report on the Khasraj describes them as ‘rapacious landlords’, but that they are ‘clever and educated men’ and ‘the tribal leaders of this area are very virile’.
