Despatch from the Foreign Department, Government of India, to the Secretary of State for India, No. 105 of 1868, dated 22 June 1868, including an abstract and enclosures numbered 3-21, dated 31 December 1864-19 June 1868.
The enclosures relate to the policies assumed towards each by the governments of Persia [Iran] and Muscat in relation to the lease, by the former to the latter, of Bunder Abbas [Bandar-e ‘Abbas] and its dependencies. They notably cover the following:
- The background to the Sultan of Muscat’s possession of Bunder Abbas from ‘some time previous to the year 1853’ (f 321) to the present. Included is a copy of the lease of Bunder Abbas, renewed in 1855 for twenty years, by the Persian Government to the Ruler of Muscat, Syud Saeed [Sayyid Sa‘īd bin Sulṭān, Āl Bū Sa‘īd] and his descendants (f 330)
- The questioning by the Prince-Governor of Fars of the right of the current Sultan of Muscat to inherit the lease, and the renewal of the lease at an increased premium to Sheikh Saeed [Shaikh Saʿīd], a relation of the Sultan of Muscat family, but as a direct dependent of Persia
- Sheikh Saeed’s refusal to pay the additional tribute Persia deems is due to them for the lease
- The intention of the Prince-Governor of Fars to go to Bunder Abbas to collect the balance of the revenue due by force and take the territory back into Persian hands
- The threat by Syud Salim [Sayyid Sālim bin Thuwaynī Āl Bū Sa‘īd], current Sultan of Muscat, to blockade Bunder Abbas unless the lease is renewed to directly to Muscat
- Persia’s request for British mediation in the dispute and the Persian Government’s desire to assume direct management of Bunder Abbas
- The involvement of Lieutenant-Colonel Lewis Pelly, Political Resident in the Persian Gulf, in negotiations between Muscat and Persia, including his interview with the Prince-Governor of Fars.
