Despatch from the Foreign Department, Government of India, to the Secretary of State for India, No. 181 of 1868, dated 20 October 1868, including an abstract and enclosures numbered 3-4, dated 5-17 October 1868.
The enclosures comprise a letter from the Secretary to the Government of Bombay to the Secretary to the Government of India, enclosing a letter from Lieutenant-Colonel Lewis Pelly, Political Resident in the Persian Gulf, describing events leading to the conclusion of the re-lease of Bunder Abbass [Bandar-e ‘Abbas] and its dependencies by Persia [Iran] to Muscat. Pelly’s letter, with multiple enclosures, covers and includes the following:
- The Persian Government’s decline of Pelly’s offer of mediation and delegation of that role to the Prince-Governor of Fars
- Pelly’s unofficial role in the negotiations between the Prince-Governor of Fars and Hajee Ahmed [Ḥājjī Aḥmad], Wuzeer [Vizier], or Minister, of the Sultan of Muscat [Sayyid Sālim bin Thuwaynī Āl Bū Sa‘īd], including the annual amount to be paid by Muscat to Persia for the lease
- Copies of communications between Sir Charles Alison, HM Minister at Tehran (conveying to Pelly the Persian Government’s policy and decisions), Pelly, and Hajee Ahmed
- Copies of translated letters by the Prince-Governor of Fars to the Bushire [Bushehr] government, the Persian news writer at Bunder Abbass, and the Deputy Governors of Bunder Abbass and its dependencies, confirming renewal of the lease
- Translations of the articles of agreement for the re-lease of Bunder Abbass, entered into by Muscat and Persia (ff 608-610)
- The gift of a decorative kalian (Persian tobacco pipe; hookah) presented to Pelly by the Prince-Governor of Fars
- The Shah’s decision that he no longer desires a flotilla in the Gulf and is content to leave the maintenance of the maritime peace to the British Resident.
Also included is the response of the Secretary to the Government of India, acknowledging the communication, confirming that the Angaum question remains outstanding, and permitting Pelly to keep the pipe.
