Political Despatch from the Foreign Department, Government of India, to the Secretary of State for India, No. 64 of 1871, dated 5 April 1871, containing an enclosure dated 16 February 1871.
The enclosure consists of a copy of a letter from the Political Agent in Turkish Arabia [Ottoman Iraq], Lieutenant-Colonel Charles Herbert, with further enclosed correspondence, relating to the entrance into the Shut-el-Arab [Shatt al-Arab] of a bugla [baghlah] from Koweit [Kuwait] with sixteen African women on board for sale as ‘slaves’ [enslaved people], and steps which have been taken by the Turkish authorities at Bagdad [Baghdad] to suppress the ‘slave trade’ at Fao.
The enclosed correspondence consists of a letter from Herbert to HM Ambassador at Constantinople [Istanbul], Sir Henry Elliot, and correspondence between Herbert and P J C Robertson, HM Vice-Consul at Bussorah [Basra].
The despatch was received by the India Office Secret Department on 29 April 1871.
