The volume consists of Political and Secret Despatches to the Secretary of State for India from the Government of India Foreign Department, dated 1871, with enclosures.

The contents include papers relating to affairs in the Persian Gulf, including Bushire [Bushehr], Bahrein [Bahrain] and Guttur [Qatar], and in Muscat and Oman, Central Arabia [Najd], Ottoman Iraq, and Gwadur [Gwadar].
