Secret Despatch from the Foreign Department, Government of India, to the Secretary of State for India, No. 37 of 1871, dated 30 June 1871, containing enclosures.
The enclosures relate to the policy of the Government of India in the Gulf of Oman, in continuation of Secret despatch No. 13 of 3 April 1871 to the Secretary of State for India (IOR/L/PS/5/266, ff 368-380).
The enclosures consist of correspondence between the Acting Secretary to the Government of Bombay, William Wedderburn, and the Secretary to the Government of India Foreign Department, Charles Umpherston Aitchison, dated 25 May and 29 June 1871. The correspondence concerns the response of the Government of Bombay to a copy of Secret despatch No. 13 (which it was sent by the Government of India) in which the Government of Bombay was criticised for not reporting to the Government of India the instructions which it issued to the Political Resident in the Persian Gulf in a telegram of 9 January 1871. The instructions concerned the discontinuance of permission granted to the Government of Muscat to reinforce its garrisons on the coast by sea, and the prevention of military operations by sea, since a state of war now existed in Muscat territory, and the Government of Bombay stated that Britain should maintain a neutral position between the combatants.
The despatch was received by the India Office Secret Department on 3 August 1871.
