This item comprises copies of a Political Despatch and enclosures from the Government of India, Foreign Department, to the Duke of Argyll, HM Secretary of State for India, Number 79 of 1873, dated 2 January 1873. The enclosures are dated from 22 February to 5 April 1873 and concern a revision of the Commercial Treaty between Britain and Persia [Iran].
Several matters are covered by the correspondence, including:
- The difficulty of dealing with mercantile claims in Persia under the existing circumstances, with Messrs Paul, Gray, & Co providing evidence of this
- The need to begin negotiations without deferring until the return of the Political Resident, Colonel Lewis Pelly, as he has been appointed as Agent to the Governor-General in Rajpootana [Rajputana]
- The suggestion that friendly communication with Russia be opened to prevent 'jealousies' from impeding the negotiations
- The need to establish a mixed tribunal in Persia.
The correspondence is between the Acting Political Resident in the Persian Gulf, Edward Charles Ross, and representatives of Messrs Paul, Gray, and Co.
