Title:

Copy correspondence from Lewis Pelly relating to matters in the Persian Gulf

Scope & Content:

Copies of official correspondence, written during Lewis Pelly's periods of absence from the Persian Gulf December 1872-June 1873 whilst on a visit to Bombay to meet with the Viceroy, and subsequently being assigned to Special Duty as part of the East Coast African Special Anti-Slavery Mission.

The main recipients of the correspondence are the Secretary to Government, Political Department, Bombay; Lieutenant Colonel Edward Charles Ross, Acting Political Resident in the Persian Gulf; Sir Henry Bartle Edward Frere, HM's Special Envoy to Zanzibar and Muscat; and various naval officers in the Gulf.

Topics discussed include Pelly's itinerary during his absence; the appointment of new Officers to posts in the Gulf; plans for Pelly to meet with Sir Philip Francis in Constantinople once the Special Duty was concluded; and ensuring that all Chiefs and rulers around the Persian Gulf re-affirmed their anti-slavery engagements.

Foliation: The file has been foliated using a pencil number enclosed in a circle located in the top right hand corner of the recto of each folio. A former foliation sequence also runs from cover to cover and consists of crossed through pencil numbers, enclosed in a circle in the top right corner of the recto of each folio.

Watermark: The paper in the file all contains the Brittania watermark.

The correspondence has been arranged according to letter number and date, with the earliest letters to the front and the latest to the rear.

Administrative Context:

In November 1872 Lewis Pelly was instructed by the Viceroy (Thomas George Baring, Second Lord Northbrook) to travel to Zanzibar and assist Sir Henry Bartle Frere as part of the Anti-Slavery Mission to Zanzibar and Muscat.

The stated purpose of the mission was to try and prevent slaves being taken from the East Coast of Africa and imported to areas such as the Persian Gulf. In order to achieve this the mission visited and contacted rulers of places such as Zanzibar, Muscat and the Trucial Coast requesting that they sign or renew their Anti-Slavery engagements to prevent either slaves being exported from or imported to their territories.
