In 1889, communications on the functions and services of the hospice registered the following information: the sending of the annual budget and monthly expenses, monthly reports on the movement and condition of patients, the sending of payers' lists, requests for repairs to the hospice rooms, the construction of a new table for the payers' refractory and, with the material collected from the construction of a building on Calle de las Divorciadas, two new rooms were built, a dining room for the women's ward, a perimeter fence for the vegetable garden and various divisions within the hospice. The sending of notes on the current condition of the patients with unpaid debts either by the families, the departmental boards or by the Charity itself, requests for the purchase of instruments, clothing and food for the execution of the services. Manuel J. San Martín was reappointed to continue in his role as Inspector of the Hospice. Incidents were reported such as the leakage of a patient, the lack of drinking water supply, which did not deliver enough gallons for the hospital to function properly, the presence of toxic substances in the salt used for food preparation, the poor state of the irrigation ditch that feeds the vegetable garden and the doctors' demands for an increase in their salaries. The inspector's rejection of the admission of the patients that the Penitentiary Directorate regularly sends to the hospice is also reported, claiming that not all of them are mentally ill and that there are no conditions to protect the order and safety of the patients. Difficulties arise with regard to the payment of the patients' stays, and it is requested that the Charity oblige the debtors to pay, considering the patients who owe more than 3 months to be abandoned, and that they should be given the status of free of charge. Dr. Casimiro Ulloa is granted leave of absence to fulfil the obligations entrusted to him by the government. His replacement would be the auxiliary doctor Aníbal Fernández Dávila. Finally, the annual report for the financial year 1989 is included. On folio 106, one can see the administrative form in which the annual budgets of the Hospital are executed. In this case it can be seen that the financial years end in the month of November.
En el año 1889, las comunicaciones sobre las funciones y servicios del hospicio registraron la siguiente información: el envío del presupuesto anual y de los gastos mensuales, los reportes mensuales del movimiento y del estado de los pacientes, el envío de las planillas de los pagantes, pedidos de refacción de los ambientes del hospicio, la construcción de una nueva mesa para el refractario de pagantes y, con el material recolectado de la construcción de un edificio de la calle de las Divorciadas, se construyó dos salones nuevos, un comedor para el pabellón de mujeres, un cerco perimétrico para la huerta y diversas divisiones dentro del hospicio. El envío de notas sobre la condición actual de los pacientes que mantienen deudas no canceladas ya sea por las familias, las juntas departamentales o por la misma Beneficencia, pedidos de compra de instrumentos, vestimenta y alimentos para la ejecución de los servicios. Se renueva a Manuel J. San Martín para que continúe en su función de Inspector del Hospicio. Se reportaron incidentes como la fuga de un paciente, la falta de suministro de agua potable, la cual no entregó los galones suficientes para que el hospital funcione correctamente, la presencia de sustancias tóxicas en la sal que se usa para la preparación de alimentos, el mal estado de la acequia que nutre a la huerta y el reclamo de los médicos sobre el aumento de sus haberes. Asimismo, se reporta el rechazo del inspector sobre la admisión de los reos que la Dirección de Penitenciaria envía de manera regular al hospicio, aludiendo que no todos presentan enfermedades mentales y que tampoco se cuenta con la condiciones para resguardar el orden y la seguridad de los pacientes. Se presentan dificultades con respecto al cobro de las estancias de los pacientes y se pide que la Beneficencia obligue a los deudores a pagar dando por abandonados a los pacientes que adeudan más de 3 meses, y se le pase a condición de gratuitos. Se concede la licencia al Dr. Casimiro Ulloa para que cumpla con las obligaciones encomendadas por el gobierno. En su reemplazo estaría el médico auxiliar Aníbal Fernández Dávila. Por último, se incluye la memoria anual del año económico de 1989. En el folio 106 se puede observar la forma administrativa en que se ejecuta los presupuestos anuales del Hospital. En este caso se observa que los años económicos terminan en el mes de noviembre.
