In 1898, the communications on the functions and services of the hospice registered the following information: the sending of the annual budget and monthly expenses, the monthly reports on the movement of patients and the medical statistics tables. The number and income collected from pensioners who are cared for on a monthly basis is indicated. Admission, medical leave, discharge and death of patients are reported. It is requested to define the amount of payment for pensioner patients on medical leave. The request of some charities and departmental boards to reduce the payment of pensions for patients sent from their jurisdictions is denied. It is requested to cancel the pensions of grace that some patients maintain, an amount far below the imposed rates. Various medico-legal reports or studies of the mental state of patients, especially prosecuted and criminal patients, are registered. A medico-legal examination is carried out on a patient accused of killing his father. The case of a patient who was locked up at the request of his family and with a questionable medical certificate is reported. Plans are made to build new rooms in the garden of the men's department and a courtyard for the patients to avoid overcrowding and dampness. The doctors, who are accused of not keeping the night watch, argue that the space allocated for the night watch does not meet the hygienic conditions. The complete report of Inspector Domingo Olavegoya is sent. Estimates are made for the refurbishment of the reception room of the asylum, the purchase of an operating bed and chair, and to improve the conditions of the warm baths. A request is made for the purchase of various tools and special apparatus to prevent the paralysis of the services of the electrotherapeutic cabinet. The nun apothecary requests an extensive list of medicines. The Minister of Finance is asked to withdraw customs and municipal taxes on the importation of a bale of cotton. Inspector Domingo Olavegoya requests 4 months leave of absence. A one year extension is requested for the provisional regulation of 1897. The bookkeeper requests a new set of books to reform the accounting section. For this year Domingo Olavegoya signs as inspector. The financial year began in December 1897 and ended in December 1898.
En el año 1898, las comunicaciones sobre las funciones y servicios del hospicio registraron la siguiente información: el envío del presupuesto anual y los gastos mensuales, los reportes mensuales del movimiento de los pacientes y los cuadros de estadística médica. Se indica el número y los ingresos recaudados de los pensionistas que son atendidos mensualmente. Se reporta el ingreso, las licencias médicas, la salida y el fallecimiento de pacientes. Se pide definir el monto del pago de los pacientes pensionistas que son dados de licencia médica. Se niega el pedido de algunas beneficencias y juntas departamentales de rebajar el pago de las pensiones de los pacientes que son enviados de sus jurisdicciones. Se pide anular las pensiones de gracia que algunos pacientes mantienen, un monto muy por debajo de las tarifas impuestas. Se registran diversos informes o estudios médico legales del estado mental de los pacientes, especialmente enjuiciados y criminales. Se realiza un examen médico legal a un paciente acusado de matar a su padre. Se reporta el caso de un paciente que fue encerrado a pedido de su familia y con un certificado médico cuestionable. Se plantea edificar en el jardín del departamento de hombres nuevas habitaciones y un patio de paseo para los pacientes y así evitar el hacinamiento y la humedad. Los médicos practicantes, acusados de no cumplir con la guardia nocturna, arguyen que el espacio asignado para la vigilancia no cumple con las condiciones higiénicas. Se envía la memoria completa del inspector Domingo Olavegoya. Se realizan presupuestos para la refacción del salón de recepción del manicomio, la adquisición de una cama y silla de operaciones; y mejorar las condiciones del servicio de baños tibios. Se solicita la compra de varios útiles y aparatos especiales para prevenir la paralización de los servicios del gabinete electroterápico. La religiosa boticaria solicita una extensa lista de medicamentos. Se demanda al Ministro de Hacienda el retiro de impuestos de aduana y municipales a la importación de un fardo de algodón. El inspector Domingo Olavegoya solicita 4 meses de licencia. Se demanda la prórroga de un año para el reglamento provisional de 1897. El tenedor de libros solicita un nuevo juego de libros para reformar la sección de contabilidad. Para este año firma como inspector: Domingo Olavegoya El año económico empezó en diciembre de 1897 y terminó en diciembre de 1898.
